Purpose of Job:

  • To provide a professional accounting and financial management service for locally managed the school as requested on a traded service basis including
  • Provide assistance in the budget preparation, budget forecasts, and closure of accounts processes

  • Provide a regular payroll and budget monitoring, financial control, and advice service

  • Take a proactive role in the delivery of services as a direct contact with customers, suppliers, and contractors.

Key accountabilities

  • Accountancy and Bookkeeping
  • Carry out the requirements of the service specification for the Accountancy and Bookkeeping Services, and other financial services purchased by the school
  • Provide general and education specific, financial advice to the school ensuring that problems are dealt with at the earliest opportunity and act as direct day to day contact with clients
  • Provide advice and guidance on financial matters as follows:-
  • Budget costing
  • Budgetary control
  • Year-end budget forecasts
  • Financial systems and documentation
  • Contract Standing Orders for The school
  • Accounting requirements
  • Implementation of audit reports
  • VAT regulations
  • Cash-flow monitoring
  • Any other financial matters that arise
  • Provide temporary financial services to the school as required

Support Services

  • Make visits to the school and produce reports on such visits
  • Carry out checks and take remedial action required in relation to:-
  • Accuracy of financial documentation and records
  • Administration of bank accounts and petty cash
  • Compliance with financial regulations
  • Computer/manual input documentation
  • Implementation of audit reports
  • Adherence/compliance with VAT regulations
  • Adherence/compliance with the CIS scheme
  • Adherence/compliance to NDNA/MOE/Ministry financial guidance
  • Providing support on the recommended computerised accounting packages (Quickbooks) by way of a help desk as well as one to one training and advice for staff using it

Training The provision of financial training as

Consultancy on Financial Management

  • Provide a consultancy service to set up systems and procedures in the school to enable them to meet the Financial Management Standard in the school.Advice and guidance on financial planning and the production of Year End Forecasts and the use of resources to avoid claw-back of surplus revenue balances.

  • Assisting with the overall year-end closure of the school accounts

Recruitment & Selection of staff

  • Assist in recruitment and selection of finance assistant staff in the section where necessary in conjunction with HR Manager.

  • Supervision and support of Finance Assistants as allocated in the tasks of financial duties in designated the school
  • Induction and appraisal of Finance Assistants on an annual basis
  • Identification of training needs alongside the HR Manager

Flexibility

In order to deliver services effectively a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post, at the appropriate grade.
